Another aspect of the real estate analogy is this: it's very common for governments to give land to Universities.   After that the University has to construct the buildings, pay the teachers, run the operation, etc.   But they own the land.   In the same way, I think it's reasonable for the Public Sector to fund IRUs or similar constructs for the educational networks.   Ubuntunet Alliance wanted to buy an IRU from EASSy several years but was stonewalled.  TENET now how has done this with SEACOM and I think internally with Infraco fibers.</description>
